Bilge Pump: July 2012
1. Commodore's Report

The calendar says that summer begins on June 20th this year, and so far we have had a couple of 70 +degree days. Let’s hope that we will have great cruising weather for this summer as there are many activities coming up.
I have only one more Bilge Pump article to write, and on reflecting over the past year I am humbled by all of the tremendous support and help you all have given to me and to your club.

2. Vice Commodore's Report
- Dockside Ladders: Phase #1 consisting of (45) ladders has been completed. The Phase # 2 installations of (50) more ladders will be completed over the next year.
- Dock Watch Captain, Dick Dow has our “Dock Captain” program up and running. Dock Captains will notify Capt. Dow when they observe unsafe conditions, potential fire hazarded or other conditions that need immediate attention.
- The # 520 community meetings continue to be well attended by the community and our appreciation goes to Captains Gary Stone and Lynn Sipkens for attending and keeping us well informed. Our club position with respect to WSDOT # 520 Bridge project remains unchanged. Please attend a Board meeting to hear Gary’s regular report-out on the current status of the #520 Bridge.
- The Dock # 1 permit for our dock extension is making good progress and we can expect to have draft permit provided to the QCYC Bridge for review in mid-June. If we find the application acceptable it will be put in final form and submitted by Waterfront Construction on behalf of QCYC to the DNR in early July. Our permit will also request lease consideration for an additional 75 feet of Lake Bottom beyond our current property line under a leasehold agreement.
- Please look for the newly posted checklist on cleanup procedures for Main Station kitchen users. The checklist comes as a suggestion and will assist users to ensure that we maintain our excellent record with the health department.
- Progress has slowed in finding the right solution to replace the straw colored acoustical fabric on the curved soffit at clubhouse mid-level. The difficulty involves our need to keep the look and performance of the acoustics. The AAC committee will be discussing this question at the next Architectural Committee meeting.

OH BOY!
Time to go cruising! Glad to see you enjoying your boat this summer!
A big welcome home to our “snow birds.” Hope you brought the sun with you. A total of 30 new members have joined Queen City over the winter. Please extend a warm smile and introduce yourself.
Membership:
Welcome Aboard to our new members inducted on June 13th: Captain Carlyon Rolstad, Captains Chris and Christian Clark, Captains Joshua and Melanie Hoffman, Captains Brent and Cindy Christie, Captains Andy and Nancy Kupp, Captain Kimberly Alberts and Captains David and Mary Weale.
We are so glad to have you!
Security:
Reminder to all members….keep your white access card safe, sound & in sight! A replacement proximity card-whether lost, stolen, or left behind will cost 25 clams.
At the June 11th Board of Trustees meeting a fee for lost proximity cards was added to the Policy. To review Security Policy go to the QCYC web site, under Facilities click Proximity Cards.
QCYC Office Manager, Deborah, often needs to inform members of current policy. If an issue comes up-please remember she does not make policy. Contact a Bridge Officer if you have a question or concern.
Thanks for your attention to this matter.
Grounds:
Remember to seriously use a car wash facility. Did you know that RCW 90.48.080. states: “It is illegal for ‘any person to throw, drain, run, or otherwise discharge into any of the waters of this state, or to cause, permit or suffer to be thrown, run, drained, allowed to seep or otherwise discharged into such waters any organic or inorganic matter that shall cause or tend to cause pollution of such waters.” Our drains go directly into Portage Bay. A $10,000 fine will be assessed to you. The Club may be fined $100,000 for allowing you to wash your car. Brake dust, copper, road grime and soap are all listed as pollutants. Please do not put the Club at risk- CAR WASHING ON QCYC PARKING LOT IS STRICTLY PROHIBETED!!!
Thanks for your attention to this matter.

Docks Committee
This month the focus is upon an old QCYC function given a refresh and all new meaning. Dick Dow has graciously volunteered to be our new, and singular, dock captain and to do the work needed to make a new program functional.
Everyone in the club is in effect a dock watcher, capable of witnessing defects and hazards and reporting them to the dock captain for correction; but we seek about 6 persons who are present here more than most, to establish a fairly regular look at conditions on the docks. This isn’t about inspecting boats or enforcement of most anything at all, but is about spotting dangers before they do harm. It’s easy to do, especially so, once persons get used to just looking around more than usual.
The dock captain will be the clearinghouse for reported problems. This doesn’t involve written reports or anything of the like, just a phone call, message, or even a simple email. Anyone can do it, but those focused on watching things will be more likely to do so.
We wish to be much more receptive to mooring members’ issues on the docks and hope that this managed system will help in that regard. It’s not all set in stone yet, so expect us to modify things over the next few years. The committee intends to filter these findings and to distribute them to persons who are capable of dealing with them. Our Docks Committee does grow and is becoming more able to respond to your needs. Be a part of making us all better when you are able.
We shall be posting more specific information in the very near future as this new program all coalesces. Please also understand that this is a critical function from the Dock Chairman’s point of view. The complete job has been seriously overwhelming for years. This plan delegates some of the most demanding parts of the job. Thank you ever so much Captain Dow!
Come see what we are up to at one of our committee meetings: 6:00 p.m., Tuesday, July 24 (fourth Tuesdays) and August 28 meeting, unless canceled by email blast.
Have some fun with us: 8:30 a.m., Saturday, July 14, and August 11 (second Saturday).

Captains, crews and guests:
Come and help us celebrate Independence Day at the Winslow outstation. We have lots of food and great activities planned. You don't want to miss this.
Friday 6/29
We start arriving. Contact the dock master on ch. 78 for assistance. This evening we will get together for a potluck hors d’oeuvre gathering at the club house, so bring your favorite nibble to share, get to know someone you haven't met and say hi to old friends.
Saturday 6/30
Start your day with breakfast hosted by Simon Blackwell and Juliana Perez. After breakfast join Barry and Colleen Rutten as they test us physically and mentally in games and contests for the young, not so young, but always for the young at heart. Chef Mike Cochran and Pam will be serving one of his famous meals for your dining pleasure tonight.
Sunday 7/1
Dick and Elin Storey and crew will be waking you up for breakfast today. After breakfast Commodore Wilson will give the QCYC membership oath to new members who haven't had the opportunity as yet. Later in the afternoon we will be going to the Clearwater Casino to test our luck at the tables and one armed bandits. We will need a head count to arrange transportation. I have also been told that there could be a dinghy poker run today.
Monday 7/2
For breakfast Renee and I will host a coffee and sweet roll get together in the club house. Come have a cup and some great conversation. P/C Carl Weiss is hosting a golf tournament today. Please contact him ASAP as he needs to let the course know about tee-times. Dinner tonight is BYOB (bring your own beast ). Bring a side dish to share and your favorite barbeque fare. We will have the fire hot.
Tuesday 7/3
Coffee and sweet rolls for breakfast. After that join Commodore Wilson and first mate Judy for shopping in town. I believe there are some discounts to be had. Help us support the shops in our favorite host city. The afternoon brings us " GET KNOTTY " with Karin. Karin McLean will demonstrate both practical and decorative knots in the club house. If you need a line handling refresher course Karin can help you out.
Wednesday 7/4
Gary Stone and P/C George Austin will be heading up the preparations for our participation in the parade. Come up to the club house and lend a hand. Enjoy the sights of the day and try the great food booths just a few steps from home. This evening everyone will have the best seat in the house for the fireworks, just down from our docks.
We would like to get a feel for the number of attendees, so take a minute to give us a quick reply. Questions, suggestions and volunteers are invited
See you all at the outstation.
