Board of Trustees Meeting of December 13, 2004

A regular meeting of the Board of Trustees was held in the Clubhouse on December 13, 2004. All Board Members and Flag Officers were present.

CALL TO ORDER: A quorum being present, Chairman Elbon called the meeting to order at 1900 hours.

MINUTES OF THE PREVIOUS MEETING: Secretary Richdale read the minutes of the November 8, 2004 Board meeting and the minutes were approved as read.

MEMBERSHIP REPORT: In the absence of Captain Bressler, Captain Steve Farber reported that there are 367 active members of the Club currently and we have one pending application for membership, which Captain Farber will follow up on and process.

Captain Ken Klett states that our current budget will be met appropriately at the level of 365 members. Chairman Elbon commented on the need to extent the efforts to recruit new members.

TREASURER’S REPORT: Captain Farber reported that he has completed membership renumbering. There being no objection, Captain Farber indicated that he will omit the financial report for the month of December and report next in January, 2005.

PLANNING AND FINANCE COMMITTEE REPORT: Captain Bob Gunderson indicated there was no new report to be made.

BOARD CHAIRMAN’S REPORT: Chairman Elbon discussed the subject of members whose dues are delinquent. Four members are scheduled to receive a threatened expulsion letter December 15. One member’s withdrawal is pending. There are three hardship cases with respect to members whose dues are delinquent. Charlie Rolf is reportedly suffering from Alzheimer’s and has requested that he be given additional time to pay his dues. If he defaults in his dues, his bonds will be required to be redeemed. Another hardship case, Allen L. Jones, has cancer and requested his $2,000 bonds be redeemed. Another member, Jim Gregg, has been temporarily disabled by stroke and diabetes. He has paid $2,000 plus his past dues and remains owing the third installment of the initiation fee and current dues or an amount of $1,600. Upon motion seconded and carried, all three of the above hardship cases will be granted an extension of six months within which to bring the dues current. The $2,000 bond payment will be made to Allen L. Jones and the characterization of those funds in budget terms will be decided at a later time.

COMMODORE’S REPORT: Commodore McCroskey reported on the busy schedule of recent events. The special people cruise involved 120 folks. Captain Jerry Dishneau and wife did a chili dinner. The cruise was well performed under the direction of Captain Andy Grisham.

The Captain’s dinner was attended by 124 people.

The lighted boat parade was a rousing success. On Friday night there were 20 boats with heavy wind and rain. Saturday night the weather was clear with hardly any wind and 75 boats. Captain Dave Padgett led and P/C Ron Rolstad was the second boat and handled communications.

The Christmas party was a great success, 125 children and members and grandparents attended. The event was chaired by Chas and Sandy Werner.

Upcoming events: Another Friday night social on January 14, First of the Season Log Race on January 15 and another Fleet Captains Cruise to Bell Harbor Marina on January 21-23.

Commodore McCroskey urged everyone to sign up for and attend the New Year’s Eve party.

He further reported that Captain Ron Dawson is exploring the addition of an outstation. He has received communication from Ganges indicating that they will allow 140 ft of linear space on the dock with 30 amp power and water metered in the neighborhood of $18,000 Canadian dollars per year which equates to $14,000+ US dollars.

Commodore reported that Deer Harbor sent a letter to the Club indicating that the Webster family no longer is in ownership and that an investment group has assumed ownership. As yet, the investment group has not billed us for the last quarter but has intimated that they are looking forward to continue to be of service to our Club.

VICE COMMODORE’S REPORT: V/C Grimm reported on the following: The covered moorage sprinkler issue is going to be a topic of discussion with the advisory committee for the Seattle Fire Department (SFD). Captain Gary Stone will attend and cover this meeting for V/C Grimm.

Discussions are still underway with the Department of Natural Resources concerning the survey at Winslow. He is optimistic that they will accept our current survey.

As to the milfoil problem, Seattle Yacht Club and our Club are meeting with Aqua Ponds and will submit a plan for treatment in the near future.

As to the 520 project, there is no movement on this project.

One of the Winslow dock’s flotation system needs a fix. Captain Zuvich developed a scheme for repair which utilizes tide level changes. V/C Grimm reports that Oregon Safe and Lock is about $2,000 over on our budget. V/C Grimm is continuing to negotiate with them to trim their bid to fit our budget.

V/C Grimm deferred to Commodore McCrosky who reported that there has been a recent theft over the weekend of December 10 of $200 of cash. Commodore instructed to change the locks immediately and enhance the procedures such that the safe now requires a key and a combination as well to unlock it. The money itself had been left outside the safe but in the office and disappeared over the weekend. The security issue has involved reconsideration of the possibility of having a caretaker onsite.

REAR COMMODORE’S REPORT: R/C Bob Yates reports that there are no new matters to report on.

OLD BUSINESS: None.

NEW BUSINESS: Captain Art Mauldin reports that a crisis exists with respect to the covered moorage at the Club. There has been a failure of cap timbers in the area of Dock 1 cover Unit 4. The extent of this defect was just discovered on Monday by Captain Mauldin. It appears that the covered roof assemblies are in imminent danger of failing and collapsing. The concern is that if Unit 4 collapses, the remainder of the coverages will collapse through a domino effect.

Captain Mauldin has contacted Waterfront Construction Company who will be onsite tomorrow, December 14, and commence immediate emergency repairs. It is estimated that the repairs will involve an expense of at least $4,200 per piling cap timber. There are a total of six timbers that appear to be problematical. Captain Mauldin is concerned that if we were to incur a heavy snowstorm at this time under the current conditions the roofs would come down.

Upon the motion of Captain Gary Stone and seconded, the following resolution was adopted:

WHEREAS, the Board has been informed of a potential for failure of the covered units on Dock 1, Unit 4 and others, therefore be it resolved that emergency repairs be commenced immediately by Waterfront Construction, that all boats that are in a position of danger be removed from their slips and that all people on live-aboards and others who use the dock are warned of the possibility of imminent structural failure.

Captain Mauldin further reported that Pacific Roof indicates that it wants to take core samples from the roof to identify how many layers of roofing are on there to figure the appropriate load factors in repair of the roofs.

Captain Stone reviewed the existing insurance policies, the adequacy of the coverages and premiums and limits. Captain Stone will conclude the analysis of the coverages at the next meeting.
